Professional Milestone

He joined Anthropological Survey of India as a researcher STA and worked in the remote parts of Andaman & Nicobar Islands to study the Bio-Social changes among the Kerens. While working for Anthropological Survey of India he founded IBRAD (Indian Institute of Bio Social Research and Development) in the year 1985. He went on deputation at IIT (Indian Institute of Technology), Kharagpur as a visiting professor in the Rural Development Centre and later as professor in the Vinod Gupta School of Management (VGSOM) department of IIT, Kharagpur.

He was also a visiting professor at the IDPM, University of Manchester, Wales, UK Gadja Mada University, Indonesia, and many other national and international universities such as at SWFC Kunming  China, University Helsinki, Finland.

He has been an advisor to many government and non-government organizations including  Anthropological Survey Of India, Ministry of Environment and Forest,  National Biodiversity Authority, Govt Of India, Green India Mission, Academic council of National Museum, Deptt of Tech Education, Govt Of West Bengal to name a few.

Guiding team of professionals and executing action research projects related to Integrated Landscape Management and Ecosystem Services, Forest Agro Mosaic Landscape Management and Sustainable Livelihood, Participatory Natural Resource Management and Biodiversity Conservation and Sustainable Livelihood development, developing strategies and models for climate change adaptation and sustainable livelihood development for the marginalized forest fringe dwellers, mostly the tribals in 10 states of India.

Core Research Team member of a consortium with 34 research institutions/universities of Europe, Latin America and Africa of an European Union-funded five-year-long Research Project “Operationalisation of Natural Capital and Ecosystem Services (OpenNESS)” and NERC funded project on Ecosystem Services and Poverty Alleviation (ESPA) with University of Nottingham and Kings College, London. As a core research team member of the EU funded project on OpenNESS has developed the methodology and tools to assess the linkages between the Ecosystem Services and wellbeing of the people and the governance issues for managing forest mosaic landscapes

Lead Consultant and Team Leader to number of externally funded projects of World Bank, DFID, Euroconsult, GIZ.

Advisor to different Ministries and Working Groups of Government of India including Member of Expert Committee (PBR) of National Biodiversity Authority, Working Group of GIM under Ministry of Environment and Forests, National Archives of Ministry of Culture, Academic Council member of National Museum Institutes, Anthropological Survey of India under Ministry of Culture, Expert in the committee to Define Forest.

Facilitated the process of implementation of programs/projects/missionslike JFM, GIM, NRLM, NAP, RKVY, NHM, RCH in different states including Chattisgarh, Madhya Pradesh, Karnataka, Andhra Pradesh, Rajasthan, Tripura, West Bengal, Gujrat, Bihar, Jharkhand through capacity building and action research.

Designed and implemented NRM based Model of “Integrated Landscape Management and Sustainable Livelihood Development” for the smallholder tribal farmers in the forest fringe villages in West Bengal.

Designed and implemented Model of Capacity Building and Women Empowerment through Integrated Landscape Management For Sustainable Livelihood Development for the tribal farmers especially the PVTG (Particularly Vulnerable Tribal Groups) like Lodha, Birhors and Kamars in West Bengal, Jharkhand.

He has been the Lead Trainer and Course Coordinator for the Compulsory Training of Indian Forest Service Officers since 1991. He has also been involved in designing the capacity building modules for different stakeholders and action research to develop sustainable livelihood models for poor through community institution-building under National Rural Livelihood Mission (NRLM) covering five states of India including Chhattisgarh.

Team Leader for preparation of more than 10 Biodiversity and Wildlife Conservation plan for the mining areas to promote conservation-based livelihood for the poor people living around the mining areas in Chhattisgarh, Madhya Pradesh, Jharkhand and Karnataka.

Developed new body of knowledge through action research like Bilateral Matching Institutions, Systemic Socia Change, Self Initiated Community Organisers, Participatory Vegetation Monitoring, Effectiveness of functioning of JFMCs, social indications of institutionalization of JFMCs/Community organizations and their implementation in the field in different agro-climatic regions in more than 10 states in India since last 30 years.

Designed and implemented the highest number of trainings in the country on issues related to Joint Forest Management through Training Need Assessment and Strategic Planning for the senior-level officials to field staff and forest fringe dwellers, mostly the tribals.

Acted as Team Leader to conduct studies related to review, assessment and evaluation of government-sponsored programs like RKVY, NHM, Tribal Sub Plan, JFM, NAP, JICA assisted TFIPA Project, Special SGSY program, Micro Finance Institutions, IWMP etc in different states including Chattisgarh, Tripura, Gujrat, Tamilnadu, Bihar, Jharkhand and West Bengal.

Developed and implemented the process of participatory development, management of change, participatory organization development to facilitate the process of institutional development for the forest departments of different states including Himachal Pradesh, Andhra Pradesh and Madhya Pradesh.

First Social Scientist to design strategy for bureaucratic transformation using the concept of Bi-Lateral Matching Institution through strategic planning, intervention with training, follow up and monitoring to bring desired change in functioning of the organization and actions in the work area.

Resource person to different universities/institutions including University of Calcutta, Indian Institute of Social Welfare and Business Management, Indira Gandhi National Forest Academy, Administrative Training Institute Chattisgarh, Administrative Training Institute West Bengal etc and supervising PhD students since 1993.

He was engaged as Visiting Professor, Indian Institute of Technology (IIT) Kharagpur, 1993 -1996 and Professor, Vinod Gupta School of Management, IIT Kharagpur, 1996 -1998

Also acted as Visiting Faculty Universities from time to time  at Manchester, Swansea, Wales, Heidelberg, Helsinki, Chinese Academy of Forestry, 1995 – 1999

Lead Consultant, Management of Change, Health Sector, DFID, New Delhi, 1998 – 2000  

He has prepared the first Training Manual on JFM in the country. Also lead the team of IBRAD to prepare Standard Management Manual for JFM, Micro planning Manual, SHG Handbook, Operational Manual on Participatory Irrigation Management.

The study on assessing the effectiveness and functioning of JFMCs covering 17 states of India is referred in the 11th Five Year Plan Document, Section III, clause 3.9 to develop strategies for universalisation of JFM in the country.

He has extensive experience of documenting best practice in the field of forestry, policy implementation, rural livelihoods that are published through research papers and reports. His research outputs are used by the policymakers and different government departments to design strategy for implementation of programs like universalisation of JFM (XIth Five Year Plan Document, Vol III, Clause 3.9, Government of India), Community Forest Management (Training Advisor, Andhra Pradesh Forest Department), Green India Mission (Working Group member, Government of India) etc.
